CDFI Fund proposes dropping Native accountability subsection in certification form

Department of the TreasuryCommunity Development Financial Institutions Fund (CDFI Fund)ConsultationSep 30, 2026

Check: The CDFI Fund proposes removing the separate Native Communities Accountability subsection from its Community Development Financial Institution (CDFI) certification application and measuring accountability through Target Market activity instead; public comments are due 2026-11-30.

What it does

Native-serving organizations that apply for or hold CDFI certification would no longer answer a separate Native Communities Accountability section. Their accountability to each component of their Target Market would instead be measured through the Target Market activity section, which replaces the board representation requirement. The CDFI Fund also asks for comment on minimum Target Market activity thresholds for organizations approved to serve more than one Target Market type.

Why it matters for tribal funding

Tribes eligible. Tribes or Native organizations are among those who can apply or are covered, alongside others.

Who it covers: Native nonprofits, Tribal enterprises.

  2. Review the Target Market activity section of the certification application and assess whether it captures Native community accountability for your organization.
