Overview

The **Policy Watchtower** (at /executive-orders-impact) monitors presidential executive orders and federal policy changes that may affect grant programs relevant to tribal communities. It flags your bookmarked and tracked grants that could be impacted and provides tribal-specific context for each policy change.

The Two Tabs

Curated Policy Signals

This tab shows tribal-relevant policy changes from multiple sources — White House Presidential Actions, the Federal Register, and BIA notices. These signals apply to all users regardless of which grants you're tracking. Each signal includes:

  • **Why this matters** — a plain-language explanation of the tribal relevance
  • **Action level** — categorized as Opportunity, Strategic, Compliance, or High Risk
  • **Tribal impact summary** — what this means for tribal grant seekers specifically
  • **Action guidance** — concrete steps your tribe should consider
  • Your Portfolio Alerts

    This tab is personalized to your bookmarks and tracked applications. The system evaluates each active executive order's trigger rules against your specific grants and shows which ones may be affected. If you haven't bookmarked or tracked any grants yet, this tab will be empty.

    Quick Stats

    At the top of the page, a summary row shows:

  • **Action Required** — grants needing your attention
  • **Policy Signals** — total tribal-relevant signals
  • **Active Orders** — executive orders being monitored
  • **Your Grants Impacted** — how many of your grants are flagged
  • Status Banner

    A color-coded banner at the top indicates your overall exposure:

  • **Green** — No impacts detected on your grants
  • **Yellow** — Some of your grants may be affected
  • **Red** — One or more grants have High Risk impacts
  • Risk Level on Grant Detail Pages

    When a grant is flagged as impacted, the grant detail page shows an **Executive Orders** card in the sidebar with:

  • **Risk Level badge** — Low (yellow), Medium (amber), or High (red), based on how many EOs and matched terms overlap with the grant
  • **Matched terms** — the specific policy keywords that triggered the match
  • **"View Executive Orders" link** — takes you to the full Policy Watchtower
  • How Matching Works

    GrantsPath monitors White House presidential actions and the Federal Register daily for tribal-relevant policy changes. Each executive order and policy notice is assessed for its potential impact on tribal grant programs and matched against grants in our database. When you bookmark or track a grant, the system checks whether any active policy changes may affect it and alerts you with a risk level and plain-language explanation.

    Important Notes

  • Flagged grants are **possibilities, not certainties**. Matched terms suggest a potential effect, but you should verify with the grant's program officer.
  • Contact your Regional BIA office, tribal affairs liaison, or tribal legal counsel for official guidance on how an EO affects a specific program.
  • Many EOs include tribal consultation periods — check for opportunities to provide official tribal input.
  • Some EO impacts may not be immediately clear. Allow time for federal agencies to issue implementation guidance before adjusting your strategy.
